    Certificate of Entitlement supply for the November to January quota period will shrink for all vehicle categories except for motorcycles.


    There will be fewer Certificates of Entitlement (COE) available for all vehicles except motorcycles for the November to January quota period. Overall, the COE supply will fall from 9,122 a month currently to 8,635. Announcing the new three-month supply on Monday (23rd October), the Land Transport Authority said there will be 6,108 COEs a month for cars, down from 6,200 currently.

    The Open COE category will have a quota of 1,025, down from 1,080. This COE category can be used for any vehicle type except motorcycles. Hardest hit, however, is the supply for commercial vehicles. This will fall sharply from 888 to 485 in the coming quota period. Motor traders expect commercial vehicle premiums to climb on the back of the huge shrinkage in the supply of COEs for vans, trucks and buses.

    Motorcycle buyers, however, will see an increase in available COEs, with 1,017 certificates a month, up from 954. COE quotas are determined by taking into account the annual vehicle growth rate, which is currently at 0.25 percent a year, as well as replacement COEs for vehicles that are deregistered in the preceding three-month period. Adjustments are also made for changes in the taxi populations, replacement of commercial vehicles under the Early Turnover Scheme and expired COEs.
